The services of Justices of the Peace of Saint Lucia are provided free to the Public and Remuneration to any J.P is not a requirement. Local J.Ps in your Communities will be happy to serve you their free time and the courtesy of making an appointment before visiting a Justice of the Peace is always appreciated. HISTORY OF JUSTICES OF THE PEACE The title Justices of the Peace derived from 1361, in the reign of Edward iii. An Act of 1327 had referred to "good and lawful men" to be appointed in every county in the land to "Guard the Peace". Justices of the Peace still retain the power conferred or re-conferred on them in 1361 to bind over unruly persons " to be of good behavior". The bind over is not a punishment but that people thought likely to offend will not do so. For the following 600 years and continuing today, Justices of the Peace have undertaken the greater part of the judicial work carried out in England and Wales on behalf of the sovereign. For most of that time- until the invention of our modern system of local government in the 19th Century, Justices of the Peace also administered the country at a local level. They fixed wages, built and controlled roads and bridges and undertook to provide and supervise locally those services thought by the Monarch and by Parliament to be necessary for the welfare of the country.

Dame Pearlette Louisy was appointed Governor General on September 17, 1997. A career educator, Dame Pearlette taught at the secondary and tertiary education levels before serving as Principal of the St. Lucia “A” Level College in 1981.  When the College merged with other institutions in 1986 to form the Sir Arthur Lewis Community College, she became Dean of the Division of Arts, Science and General Studies and later served as Vice Principal and subsequently as Principal of the College until her appointment as Governor General. Dame Pearlette received her early education at the Laborie Girls’ Primary School and the St. Joseph’s Convent Secondary School.  She later received a Bachelor of Arts Degree in English and French at the Cave Hill Campus of the University of the West Indies, a Master of Arts Degree in Linguistics at Laval University in Quebec, Canada and a PH.D in Education at the University of Bristol in the United Kingdom. She combined her career in the field of education with an interest in culture and the performing arts.  She has actively been involved in the development and promotion of the Creole language both at home and at the regional and international levels, having served as President of the St. Lucia Creole Movement and on the Executive of the International Committee of Creole Studies.  She credits her membership of St. Lucia’s Creative and Performing Arts Society in the disciplines of theatre and choral singing for the passion she still feels for culture development initiatives at the national and regional levels. Dame Pearlette continues her academic work in the field of higher education, especially that of higher education in small states.  Her articles in that field appear in international journals and publications and she has delivered keynote addresses and presented papers at educational conferences and forums, again at national, regional and international levels. Dame Pearlette has received many honours and awards from educational institutions and international agencies.  She was the Student of the Year during her second year at the University of the West Indies, and was a Commonwealth Scholar during her studies in Canada.  She holds Honorary Doctor of Laws Degrees (LL.D) from the Universities of Bristol, Sheffield and the University of the West Indies.  She is a Fellow of the Royal Society of Arts, a Paul Harris Fellow of Rotary International, a Dame of the Order of St John (D.St.J), and a Dame of the Order of St Gregory the Great.  As Governor General she has been awarded the Grand Cross of St Lucia (GCSL) and the Grand Cross of St Michael and St George. (GCMG). Dame Pearlette serves as Patron to many national organizations in the areas of education, sports, culture and charitable and service organisations.
